The 4 Documents You Need Before Your First Sydney Site Shift

The 4 documents Sydney labour hire needs before your first shift in 2026. White Card, TFN, super, right-to-work — what each costs and how to get them fast.

Quick Answer

You need exactly 4 documents before Sydney labour hire will book you on site — missing any one delays your first shift by up to a week.

  • White Card (CPCWHS1001): NSW-accredited RTO course (face-to-face or blended); $50–$150, statement of attainment same day
  • Tax File Number: apply via myGov or ATO; takes 28 days — apply immediately, don't wait
  • Super fund choice: nominate your own fund or accept the stapled fund — agency needs fund name + member number
  • Right-to-work proof: Australian passport, birth certificate + photo ID, or valid visa with work rights

Most new labourers in Sydney lose their first shift not because they cannot swing a hammer. They lose it because they thought a White Card was the only thing they needed. It is not.

Show up missing one of four documents and you get sent home. The allocator puts you back in the pile and rings the next bloke on the list. Worse — if you start without a TFN, you can quietly lose around $340 a week to over-withheld tax for the first month.

This guide covers the four documents Sydney labour hire actually checks before they put your name on a site. What each one costs. How fast you can get it. And the traps that cost new workers real money.

The 4-Document Checklist

📋 Here is the full list. Print it. Tick it off before you ring any agency.

Day-1 Document Checklist (Sydney 2026)
NSW White Card (general construction induction) — physical or digitalRequired
Tax File Number (TFN) — 9 digits from the ATORequired
Super fund details — APRA fund USI + member number, or accept stapledRequired
Right-to-work proof — passport + visa, or driver licence + MedicareRequired
Bank account details — BSB + account number for payPractical
Emergency contact + next of kinPractical

The top four are the legal blockers. Miss one and you do not start. The bottom two are practical — you can sort them at induction if you forget, but it slows the process down.

Bold rule: every Sydney labour hire agency runs the same four checks before they put you in front of a host employer. SafeWork NSW requires the White Card. The ATO requires the TFN and super setup. The Department of Home Affairs requires the right-to-work check via VEVO. Skip any one and the agency is breaking the law if they put you on site.

Document 1: NSW White Card

The White Card — officially the general construction induction card — is the one document everyone has heard of. It is also the one most newcomers underestimate.

What it is: a nationally recognised qualification proving you have completed CPCWHS1001 (Prepare to work safely in the construction industry). NSW issues a physical card and a digital version through the Service NSW app.

What it costs in Sydney: SafeWork NSW does not set the price. Individual RTOs set their own fees. In Sydney in 2026 the going rate is between $50 and $150 for the one-day course. Some RTOs offer cheaper online-plus-classroom blended options.

What you need at the course:

  • 100 points of Australian ID (driver licence = 40, Medicare = 25, bank card = 25, etc.)
  • Minimum age 14
  • Roughly 6 hours of your time

2026 — varies by RTO

The trap: a lot of newcomers book the cheapest online-only course they find on Google. NSW does not recognise online-only White Cards from interstate RTOs. You need a NSW-accredited RTO. Check the SafeWork NSW RTO list before you pay.

How fast: most Sydney RTOs run daily sessions. Book Monday morning, finish Monday afternoon, get your statement of attainment same day. The plastic card arrives within 30 days but the statement is enough to start work. Even better — activate the digital White Card in the Service NSW app the day you finish.

Interstate cards: if you trained in QLD, VIC or any other state, NSW recognises the card automatically. You do not need to re-do the course. But you may want to register it in the Service NSW app for the digital version. SafeWork NSW publishes a recognition fact sheet listing every interstate equivalent.

A site supervisor who lets you work without a current White Card is committing a SafeWork NSW offence. Some supervisors will turn you away even if you say "it is coming in the mail." Bring the digital version or the statement of attainment.

Document 2: Tax File Number (TFN)

Your TFN is a 9-digit number from the ATO. It tells your employer how much tax to take out of your pay. No TFN = wrong tax taken out. Wrong tax taken out = you lose hundreds of dollars a week.

How to apply: if you are an Australian citizen or permanent resident, apply online through the ATO. You will get the number in 28 days by post. If you are on a working holiday or other temporary visa, apply for the foreign passport holder TFN once you arrive — same 28-day timeline.

What it costs: nothing. TFN applications are free. Anyone charging you for one is running a scam.

The 28-day rule is the trap that catches every newcomer. The ATO says:

If an employee has not given you their TFN within 28 days, you must withhold 45% from any payment you make.

⚠️ That means if you start work without a TFN, payroll defaults to 45% tax on every dollar until the 28-day clock runs out. On a $1,200 week, that is $540 taken out — when the actual tax for a Sydney labourer might be $200.

You will get the over-withheld money back at tax time — but that is 6-11 months away. Meanwhile you are paying Sydney rent on $660 a week instead of $1,000.

Lodge your TFN application before your first shift. The ATO gives you a receipt number — give that to payroll. Once your real TFN arrives in the mail, send it to your agency within 28 days.

For working holiday makers (subclass 417 and 462): tick the "working holiday maker" box on the TFN declaration. Your employer must be registered with the ATO as a WHM employer to withhold at the flat 15% up to $45,000. If your agency is not registered, you get taxed as a foreign resident at 32.5% from dollar one. Always ask before you start.

Takeaways So Far

TFN before shift = $300-$500 more in your pocket per week. Apply online the day you decide to work in construction. Use the receipt number on day 1, send the real number to payroll within 28 days. Working holiday makers — check your agency is WHM-registered with the ATO.

Document 3: Super Fund Choice

💰 Super is 12% of your wage paid into a retirement account. It is yours — even if you leave Australia. Australian super law gives every employee the right to choose the fund their employer pays into.

Your three options on Day 1:

Option A — Choose your own fund
Complete the Superannuation Standard Choice Form with your fund's USI + member number. Your employer pays in within 2 months.
🔗
Option B — Accept the stapled fund
If you have worked in Australia before, the ATO already has a fund linked to you. Your employer requests it. You do nothing.
🏢
Option C — Accept the employer default
If you have never worked in Australia (new arrival, first job), your employer pays into their default fund. You can switch later.

The Superannuation Standard Choice Form is the document most newcomers panic about. You do not need to fill it in before your first shift — your employer has 28 days from your start date to give you the form. But if you already have a fund (from a previous job, a family fund, or just a preference), bring the details and you skip the back-and-forth.

The ATO publishes the official choice form. You can also pre-fill it through myGov — log in, link the ATO, and your existing super accounts show up.

Stapled super — what changed: since November 2021, employers must check the ATO for your existing fund before defaulting you anywhere. The ATO explains the stapled super process. That is a good thing for you — it stops you ending up with 4 different super accounts after 4 jobs, each charging $80/year in fees.

Common Sydney construction funds: Cbus is the industry default for construction. AustralianSuper, Hostplus and REST are also common. Each charges different fees and offers different insurance defaults. Compare fees before you choose. A 1% difference in fees over 30 years can cost you tens of thousands of dollars.

Super gets paid quarterly, not weekly. Your first super contribution will appear in your fund 1-3 months after your first shift. That is normal — it does not mean your employer is dodging it. Use the ATO myGov portal to track contributions.

Document 4: Right-to-Work Proof

This is the one that catches international workers off guard — and the one Sydney agencies cannot legally skip.

Australian citizens and permanent residents: bring photo ID (driver licence or passport) + a Medicare card. That is enough to prove unrestricted work rights.

Visa holders: you need to prove your visa allows work, and what kind of work. Some visas allow full-time. Some cap you at 48 hours per fortnight. Some block construction entirely. Your agency runs the check through VEVO — Visa Entitlement Verification Online.

The 4 visa subclasses most common on Sydney sites:

Common Sydney construction visa types
Subclass 417 — Working Holiday (UK, Ireland, Germany, France, etc.)Full work, 6mo per employer cap
Subclass 462 — Work and Holiday (USA, Brazil, Argentina, etc.)Full work, 6mo per employer cap
Subclass 500 — Student48hr per fortnight cap during semester
Subclass 482 — Skilled employer-sponsoredFull work, sponsor-tied

What you give the agency:

  • Your passport (photo page)
  • Your visa grant letter or VEVO printout
  • Your passport number, date of birth, and one of: visa grant number, transaction reference number, or passport country

The agency runs VEVO themselves. You do not need to print anything — but bringing a VEVO printout speeds up the onboarding call by about 15 minutes.

The trap for working holiday makers: subclass 417 and 462 both cap you at 6 months with any single employer unless the role qualifies for the regional extension. A labour hire agency counts as one employer even if you work on 4 different sites. After 6 months you legally have to switch — or apply for an exemption. Fair Work explains visa holder workplace rights in detail.

The trap for student visa holders (500): during semester you are capped at 48 hours per fortnight. Out of session (university holidays) you can work full-time. Sydney sites often clock you at 50-60 hours a week — that breaches your visa if uni is in session. Your agency should know this. If they push you over the cap, that is on them and on you.

VEVO is free. If anyone charges you to "check your work rights," they are scamming you.

Why One Missing Document Costs You a Week

The Sydney labour hire cycle runs daily. Allocators take orders from sites in the afternoon, match workers in the evening, confirm by 8pm. They do not have time to chase paperwork.

Here is what happens if you ring an agency missing one of the four documents:

Day 2
No White Card. Allocator suggests an RTO.

Wed-Thu
📄
Day 5
Statement of attainment ready.
Friday
📅
Day 8
You re-apply. Next Monday morning gap.
Following Mon

That is 7 days lost — about $1,200-$1,500 in missed wages for a Sydney labourer.

The same delay happens with each missing document:

  • No TFN: 28 days at 45% withholding = ~$340/week lost in over-withheld tax
  • No super fund details: not a blocker but creates back-and-forth that pushes your start by 2-3 days
  • No right-to-work proof: blocked entirely until VEVO clears — usually 24-48 hours, sometimes a week for less common visas

The fix is simple: sort all four before you ring any agency.

One missing document = one week without wages. Get all four before you apply.

Most Sydney labour hire agencies — including Leap — will give you a free checklist call to make sure you have everything before you commit to a start date. Take it. The 15 minutes saves you a week of waiting.

The allocators who run Sydney labour hire pick from the workers who are ready today. Not ready next week. Today. If you want to be in that pool, walk into the application with all four documents in hand — and you skip the queue.

Frequently Asked Questions

What documents do I need before my first Sydney site shift?+

Four: a NSW White Card (general construction induction), a Tax File Number, your super fund details (or you accept the stapled fund), and proof you can legally work in Australia — passport plus visa for non-citizens, or driver licence plus Medicare for citizens.

How much does a White Card cost in Sydney in 2026?+

The course fee is set by each RTO, not by SafeWork NSW. Sydney prices typically sit between $50 and $150 for the one-day course. You will need 100 points of ID and must be at least 14. The card itself arrives within 30 days, but most RTOs give you a statement of attainment same-day so you can start work straight away.

Do I need a TFN before I start work?+

You can legally start without one, but the ATO requires your employer to withhold tax at 45% on every dollar until you provide it. You have 28 days from the TFN declaration date to supply a number before the higher rate kicks in. Apply online through ATO services before your first shift to avoid losing roughly $400-$600 a week to withholding.

What happens if I do not choose a super fund?+

Your employer requests your stapled super fund from the ATO — that is the fund already linked to you from a previous job. If you have never worked in Australia, your employer pays into their default fund. Either way your super gets paid. Choosing your own fund just means you control where it goes.

Can I work on a 417 or 462 working holiday visa?+

Yes. Your employer must be registered with the ATO as a working-holiday-maker employer to withhold the flat 15% rate up to $45,000. If they are not registered, you get taxed as a foreign resident at 32.5% from dollar one. Always ask before you start. Leap is registered.

Why does missing one document delay my start by a week?+

Most Sydney labour hire allocators run compliance checks before they hand out a shift. Missing a White Card means you cannot legally step on a construction site. Missing right-to-work proof means VEVO has not been run. Missing a TFN or super choice means payroll cannot process you. One gap stalls the whole pipeline — and the allocator moves to the next worker who has all four.
